Who should be held responsible for a bad and chaotic government/leadership, the electors or the elected?

Let me start by defining Democracy as the Government of the People by the People and for the People. If all influences of human riggings and AI manipulation are counterbalance, the citizens will truly be responsible for electing buffooneries and idiots. This sequence of developments are as old as human but the powerful nations have been under reporting outcomes of this classification. Now technologies have made it possible to spread news all over the world with a push on a key. The cascading impacts of such decision to elect an "e'kpa" to govern are based on factors such as racism, ethnicism, religionism, social classification and phenomenon of dominance and control. Either way, a chaotic leader is like a Tsunami-like wave that has the capacity and capability to implode a powerful nation. The electors are the biggest fools ever on planet Earth. They would have to deal with reality dragging a lot of innocent individuals into unnecessary hardship. Very large percentage of politicians are ungodly across the spectrum. Be wise voters!
